 I think this very nice fly belongs to Platystomatidae. This was quite common in late may but only for a week or so around Seika.
May be ...Prosthiochaeta flavihirta（ハマダラヒロクチバエ）？？？？ Platystomatidae.
Prosthiochaeta flavihirta gives only 1 hit at Google! And there are no images on the net. Is this a rare species? Or does it have a different name?
This is a very spectacular fly, relatively large and very pretty, I am surprised to see no images on the net!
This one is which the new species publication was carried out in 1987. However, since I also see well, I think that it is not a rare species.

 This fly resembles some Tachinidae, but has short antennae, and therefore belongs to maybe Calliphoridae? May 2005, Seika. |
 This very pretty fly reminds me of Minettia sp. But could be something compeletely different. Like the other images this is also from May 2005 Seika. |
 This is difficult I think, especially that I have only a single picture of this species. |

 I saw this fly a couple of times in early June in Seika-cho.
This one is Empididae gen.sp.(こいつぁ〜オドリバエ科の一種ずら・・・）
Mouth parts is long.（口んとこがなげ〜ずら）・・・和訳南信州弁 |
 This is a very small Syrphidae I think.
Yes, indeed, and it belongs in the genus Paragus!

Looks like Paragus (Pandasyophthalmus) haemorrhous (Meigen, 1822)

Actually it really looks more like P. jozanus, because the legs are paler, and also the abdominal segments have light edges.
