I have different view of this fly:
http://xespok.net/gallery/Unknown_family_Diptera_Brachycera/DipteraB_1000026147
This fly is still a mystery. After discussion at the diptera.info forum and a little bit of a research my guess now is that this fly belongs to the family Xylomyidae. It is very difficult to find any data on this family on the web, let alone on the species in Japan.
I tried to contact a famous old Japanese dipterist, who described the Japanese Rhagionidae, Xylomyidae and related fauna, but I did not reach him.
I think, this is Odontosabula gloriosa Matsumura (Coenomyiidae)
this is rare species.(ƒVƒ}ƒNƒTƒAƒuj
Thx for your help. I tried to find something about this genus, but there is no images on the net yet. Surprising.
